Cosmopolis

Cosmopolis is a secret metropolis designed and governed by Carlo Hellberg within the bounds of the Astral Plane. It houses Carlo's operatives, affiliated merchants, mages, artisans and refugees from cataclysms like the fall of Tetraion. Using Carlo's Teleportation Network the city has a dense network for access to locations all over the continent, available to be used for a fee by allies of the city.
